Dear Sir,

I am planning to distribute leaflets in the Colorado City area in the near future. I have become aware that some news media and visitors to the city have been tailed by local police, or even escorted from the city. I was wondering if Colorado City streets are public or privately owned, and if it is legal for me to walk through the city, stand on the sidewalks, and/or go house to house distributing my leaflets? Although the FLDS Church may own some of the land or houses, I don't believe this takes away my right to go door to door. This is not a gated community, and therefore, the dwellings are accessible. Am I correct in this assumption?

I would appreciate your prompt, written response, as I do not desire to break any laws, harass anyone, or be harassed, in return.

Thank you,

D. Michael Bingham
